Kazakhstan Holds Historic Constitutional Referendum

Astana – In a pivotal political moment that could reshape the country’s constitutional order, citizens of Kazakhstan headed to the polls on 15 March 2026 to vote in a nationwide referendum on a new constitution—one of the most sweeping political reforms since the country gained independence. The vote, held under the reform agenda of President Kassym-Jomart Tokayev, seeks to modernize state institutions, strengthen the rule of law, and reinforce the principle that “the state exists for the individual, not the individual for the state.” The referendum has drawn significant international attention, with 359 international observers and 206 foreign journalists accredited to monitor a process widely viewed as a key milestone in Kazakhstan’s ongoing political transformation.

On 14 March 2026, one day before Kazakhstan’s nationwide constitutional referendum, Deputy Foreign Minister Arman Issetov briefed international journalists at the Ministry of Foreign Affairs in Astana. The referendum, held on 15 March, was described by officials as a historic milestone in the country’s political development and a key step in the country’s ongoing modernization agenda.

Economic Context and National Development

Kazakhstan presented the reform as the next stage in its national trajectory since independence. According to Issetov, the country has built a stable state while modernizing its economy and investing heavily in human capital.

Economic indicators highlighted during the briefing underscored this stability. Kazakhstan’s GDP reached $306 billion, placing it among the 50 largest economies in the world, with projections suggesting GDP could rise to $320 billion by the end of the year. Financial reserves were also emphasized, including $74 billion in gold reserves and $139 billion in total reserves.

Officials stressed that the reform agenda forms part of the broader transformation program launched by President Kassym-Jomart Tokayev, aimed at building a more modern and responsive political system.

Drafting the New Constitution

To prepare the constitutional reform, a Constitutional Commission of 130 members was created. Over a six-month public consultation process, citizens submitted more than 12,000 proposals through the government’s digital platforms eGov and eOtinish.

The reform is extensive, affecting 84 percent of the current constitution. Nearly one-third of the document (30 articles) is devoted to the protection of human rights and freedoms.

The draft constitution declares that human life, rights and freedoms are the highest value, reflecting the principle that “the state exists for the individual, not the individual for the state.”

The proposed Basic Law also introduces legal innovations including protections for privacy, personal data, and digital rights, as well as stronger procedural safeguards such as the Miranda rule.

Institutionally, the reform aims to establish a model featuring a strong parliament, an effective government, and an independent judiciary. It also strengthens consultative bodies such as the Kurultai and introduces the Halyk Kenesi (People’s Council) as a high-level advisory institution designed to enhance dialogue between the state and society.

Officials linked the reform to the broader concept of a “listening state,” a governance approach aimed at ensuring that public institutions respond more directly to citizens’ concerns.

International Observation and Participation

The referendum attracted significant international attention. According to the Foreign Ministry, 359 international observers and 206 foreign journalists were accredited to monitor the vote.

Kazakh citizens living abroad were also able to participate. Polling stations operated in 54 countries through 71 election commissions at diplomatic missions.

International Briefings in Astana

Alongside the referendum, Kazakhstan hosted a series of briefings for international observers and media in Astana on 15–16 March 2026.

Representatives of major regional and international organizations participated in the discussions, including the Shanghai Cooperation Organisation, the Turkic Parliamentary Assembly, the Conference on Interaction and Confidence Building Measures in Asia, the Organization of Turkic States, the Organisation of Islamic Cooperation, and the Collective Security Treaty Organization.

Among the speakers were Oleg Kopylov, Deputy Secretary General of the Shanghai Cooperation Organisation, Ramil Hasan, Secretary General of the Turkic Parliamentary Assembly, and Imran Sadikhov representing the Organisation of Islamic Cooperation.

Observers’ Assessments

Kopylov stated that polling stations were accessible to all citizens, including people with disabilities, with additional support mechanisms such as internet and audio assistance available where needed.

Observers also reported strong public engagement, noting that many citizens arrived to vote with their families and that a large number of young voters participated in the referendum.

Similarly, Ismat Jahan, an international observer focusing on the human dimension, described the voting environment as calm and well organized, highlighting the inclusive arrangements that allowed voters with disabilities to participate comfortably.

Deputy Secretary General Omer Kocaman of the Organization of Turkic States also emphasized that the referendum was conducted in accordance with Kazakhstan’s legal framework and international standards. He noted the broad participation of citizens from different social groups and praised the inclusive arrangements made for voters.

International observers monitored polling stations across the country, reinforcing the transparency of the process. Officials believe the adoption of the new constitution will strengthen democratic governance and support the country’s long-term development, helping to build what authorities describe as “a Just, Strong, Safe and Clean Kazakhstan.”
