ASTANA — Kazakhstan is introducing a new system of assistance for investment projects, known as the Fast Track or Green Corridor, to expedite and simplify the process for investors.
Kazinform news agency said: “According to, this initiative, first announced by Deputy Prime Minister and Minister of National Economy Nurlan Bazarbayev in last March, will streamline the completion of essential procedures, from registration to the commissioning of facilities, and this will allow investors to manage infrastructure concerns more efficiently, obtain necessary licenses, and overcome bureaucratic barriers”.
‘Green Corridor’ will Support Kazakhstan Investment Projects by new measures will streamline obtaining permits for investors.
This initiative has been suggested by the president Tokayev, aims to streamline the process for investors to obtain authorization documents, simplify land plot issuance, and facilitate connections.
Facilitate
The ‘green corridor’ is expected to facilitate and simplify the procedures the investors usually undergo – from registration to the commissioning of the projects.
The country has already piloted its National Investment Platform which will allow to track the implementation of the pool of investment projects in the regions and sectors.
In addition, Kazakh Invest company will set up a ‘single window system’ to attract domestic and foreign investors, whose investments exceed $50 million.
According to Nurlan Baibazarov, the ‘green corridor’ will let the investors address infrastructure-related issues, as well as eliminate bureaucratic barriers.
The criteria for including investment projects in the “green corridor” aims to increasing transparency and simplifying interactions between investors and executive authorities, paying special attention was paid to improving the mechanism of the investment agreement and reducing the time for processing applications from 12 to 3 months and simplifying procedures, which will contribute to more efficient work in the field of investments.

Protecting Domestic Businesses
President Tokayev emphasized that time his commitment to protecting domestic businesses from unjustified inspections and illegal criminal prosecution and he drew the attention given to service support for investment projects by the prosecutor’s office, announcing the introduction of a system supporting investment projects under the “green corridor.
President Tokayev also highlighted the creation of an artificial intelligence system in the country as an extremely important topic. Recognizing the pivotal role this initiative plays in Kazakhstan’s future and its standing in the international community, he expressed personal supervision of this direction and commitment to engaging with foreign and domestic experts while closely monitoring task implementation.
Attracting Investors
The National Investment Platform, currently operational in Kazakhstan in the pilot phase, is designed to monitor the implementation of a portfolio of investment projects across various regions and industries, while Kazakh Invest national company will establish a one-stop shop to attract domestic and foreign investors with investments exceeding $50 million. The system, which allows the application of international standards in industrial construction, is expected to cut project implementation time by 1.5 to 2 times and reduce costs by 20-30% during the design and construction phases.
Specific mechanisms have been developed to support investment projects and safeguard investments, and 27 business representatives planning to implement 31 major projects in the region were awarded certificates of participation in the Green Corridor project. These participants included domestic entrepreneurs and international businessmen from China, Russia, Türkiye, and the United States, highlighting the global interest in Kazakhstan’s evolving investment landscape.

The “green corridor “technology implies:
- creating the most favourable conditions for the smooth passage of law-abiding carriers along the agreed route, excluding stops for manual control procedures and contacts between drivers and inspectors;
- use of technical remote controls to monitor the transportation process online, identify and automatically register violations of the prescribed routes and conditions of transportation, compliance with the working and rest modes of drivers, as well as transportation safety;
- maintaining a register of bona fide participants in the transportation process, including road transport and freight forwarding companies, which is constantly updated and updated on the basis of generalized objective technical control data;
- use of online control data by customs and other state regulatory authorities to adjust the risk level and current rating of the transport participant to make decisions on the need for additional inspection and other control measures in relation to a particular carrier and/or cargo being transported.
- The “green corridor” technology provides for the integrated and coordinated use of modern digital management tools on a voluntary basis as alternative methods for ensuring control of the transportation process.
The list of such tools may include:
- Satellite navigation and vehicle monitoring systems;
- Navigation of electronic seals for monitoring access to the cargo compartments of motor vehicles;
- Digital format of goods and transport accompanying documents and technologies for nformation exchange of data during transportation;
- Digital format of permits for international road transport;
- Digital format of permits for transportation of heavy, bulky and dangerous goods and electronically agreed routes;
- Tools for pre-informing and declaring information about transported goods, vehicles and vehicle crews, and others.
